Electricity crises in Karachi - May 2011
May 23, 2011: About 150 miscreants belonging to CBA Union and its external connivers led by Usman Baloch and Mr. Aziz surrounded the KESC’s main city offices in State Life Building in Saddar in the morning in small groups and blocked all entry points leading to the utility’s offices. They threatened and harassed all the employees who had reached to perform their duties.
At KESC’s Akhtar Colony offices as many as 10 vehicles ready to perform maintenance work were damaged by the CBA hooligans who vandalized all the vehicles and broke their wind screens thereby disabling them from use. They attacked the office premises and vandalized other KESC properties and other vehicles parked there belonging to common citizens.
Over 150 CBA saboteurs surrounded KESC’s Power House at Elandar Road since early morning. They blocked all entries to the offices and harassed and threatened the officer-going employees.
May 22, 2011: In West Wharf, the CBA miscreants damaged the high tension cable by punching of nails into it near Kakri Ground. The subsequent outage caused by the HT damage provoked the area people to come out on streets and they finally attacked the West Wharf Grid Station making two guards as hostage. The issue was resolved after prolonged undue trouble.
The VIBC Malir and VIBC Shah Faisal were forcefully vacated by the CBA miscreants. When the officials of these offices took shelter in a vendor’s office, they were attacked by a group of CBA Union activists led by Mushtaq, Ayub and others who used abusive language, messed with the working papers and physically attacked the present officials. A report has been submitted to Saudabad police station in this regard.
The CBA miscreants also stole away neutral lead from Model Colony Telephone Exchange sub-station which resulted into violent fluctuation of voltage causing the risk of damage to electrical appliance in the area.
May 21, 2011: The CBA miscreants deliberately fired upon a 500 kVA Rubi Decoration PMT located in Drigh Road Cantt. Bazar. The buillets damaged the cooling pipes and caused draining out of oil, rendering the PMT as faulty.
May 20, 2011: The striking CBA activists surrounded KESC offices in State Life Building at Abdullah Haroon Road, Power House at Elandar Road and the DFS Workshop at Haroonabad Grid and blocked access to the offices for KESC employees. The armed attackers harassed and threatened the staff members who insisted upon performing their normal responsibilities. The CBA Union activists also captured two KESC maintenance vehicles.
In North Nazimabad, a group of armed miscreants opened direct fire on the main gate of Abu Zar maintenance centre. Fortunately, none of the employees present in the office was at the main gate at that time. Therefore, nobody was hurt in the incident.
The CBA hooligans blocked KESC offices in Anum Trade Centre SITE and forcefully stopped employees from performing their duties. The utility’s employees took shelter in the nearby Jamia Binoria where Mufti Naeem gracefully provided place and protection for them to operate and attend to public complaints. However, the CBA hooligans did not even spare the religious scholar and directly threatened him and ordered him to stop supporting KESC officials but he refused to oblige and allowed the KESC officials to use the place as long as they need it.
May 19, 2011: A group of CBA Union’s hooligans gathered outside the KESC offices in State Life Building in Saddar and threw stones at officers entering the office gate. The officers were saved by the security personnel present there.
A supervisor of high tension network in Region-II was attacked and beaten up by a group of CBA Union miscreants while attending fault in Defence-29 feeder. He was seriously injured in the attack.
Another Supervisor from Operations was beaten up by the Union activists while working on Muhammadi Masjid PMT in Keamari who threatened him to keep away from work.
In Old Town, the CBA saboteurs damaged three feeders on different timings while these feeders were in off position during the normal load shedding hours. The cables were found damaged at multiple locations.
The CBA Union hooligans attacked a maintenance team in PECHS opposite Hill Park Sub Station attending to a cable fault there. They beat up the staff in the vehicle, damaged the hi-roof van and motorbike of a staffer and snatched the vehicles as well as the material and tools to be used for repair work.
May 17, 2011: The CBA hooligans damaged 6 crane-fitted vehicles parked at KESC offices in Badar Commercial Market in DHA-V Extension to disable them from being used in rectification of local faults. These included vehicle numbers KM-7590, KM-6305, KM-7608, JX-6301, KM-8453 and JX-6374. The attackers also put on fire a vehicle No. JX-8711, but the fire was soon extinguished by security personnel and the local people. Police was informed of the identity of attackers and their car, which is investigating into the attack.
The KESC maintenance team rectified two feeder cables in Baldia Town which had been deliberately damaged by inserting nails at six different points to sabotage the power supply system. The nails were located and removed while the cables were repaired and normalized.
The residents of Korangi Sector 33/E informed the KESC of an incident when a utility officer was threatened and harassed by a group of CBA Union activists while he was supervising repair work of a broken cable in that area. The Union people wanted him to stop work and leave the place but he braved them till finally they left the place and he completed the repair work and normalized power supply to the area.
May 16, 2011: The CBA miscreants roughed up KESC maintenance team members working around PIDC and old US Consulate office. However, the staff faced them and completed their repair work on the faulty joint.
May 15, 2011: In one development of planned sabotage and harassment, a KESC supervisor was intercepted by masked armed men while he was proceeding on his motorbike to attend a complaint in Korangi Sector 31-F. They insulted and abused him for performing his duties against the policy of CBA Union which had been blocking KESC staff from work. They beat him up severely causing serious injuries at his head and ears.
Another group of CBA miscreants were already waiting at a fault location at Old Golimar when a jointer electrician reached there to repair the fault. The armed group abused and misbehaved with him and stopped him from correcting the fault by force.
May 12, 2011: The CBA Union’s armed gangsters forcefully closed down KESC’s service and business offices and maintenance and complaint centres. The armed hooligans harassed and threatened KESC employees outside the offices of Deputy Chief Operation Officer Distribution Region III at Bahadurabad.
The armed gangs physically attacked KESC employees at VIBC office of Gadap Town and IBC Gulistan-e-Johar.
A group of CBA supporters snatched a vehicle from IBC Korangi Industrial Model Zone offices and physically attacked an Assistant Executive Engineer leaving him injured.
The KESC police thwarted CBA Union’s attempts to attack Jail Road, Jacob Lines and Brigade Grid Stations and sub-stations where the Union hooligans had wanted to disrupt power supply system at these places. The KESC police arrested two employees who were found involved in sabotage activities.
The police also chased away some miscreants who fired in the air outside KESC offices in Saddar to harass the employees.
May 11, 2011: The groups of CBA miscreants who included Union activists and their outside connivers forcefully closed down Secretariat of Region-IV, IBC North Nazimabad, IBC North Karachi, IBC Federal B. Area and Surjani, IBC Liaquatabad, VIBC Nazimabad and Industrial Billing Office. The staff was kept outside and not allowed to work. The same happened at most of other KESC business offices and complaint centres in other regions throughout the City. The maintenance teams faced great difficulties while repairing local faults and the miscreants directly and indirectly blocked, attacked and threatened them of life risk to stop them from repair work.
May 10, 2011: Among the major incidents of attacks and physical torture, the armed masked men attacked three Assistant Executive Engineers opposite Korangi Industrial Model Zone IBC this afternoon to block them from work while they were about to enter their office. The CBA Union had already forcefully locked the offices of the IBC and blocked all work since morning. The attackers injured the engineers, one of them severely, and damaged their car with batons and sticks and also snatched the car and took it away. Their accomplices held the engineers as hostages for some time and released them later after inflicting torture.
The General Manager of IBC Gulistan-e-Johar was also attacked outside his office but he had a narrow escape as two of his officers came forward to save him. The attackers manhandled the two officers and injured them severely.
All work was also blocked in SITE area including the power supply to industrial units since morning. The factory owners and workers faced great trouble because of that as their production work had stopped. Hooligans wearing helmets and some covering their faces with veils armed with weapons had forcefully closed all KESC offices of the SITE area. The attackers also switched off the sub stations and stole switch handles to preempt reconnection of power supply. The employees at work received threats on their cell phones against resuming power supply. The CBA hooligans even chased the KESC officers who wanted to be on duty while taking shelter in the offices of SITE Association. The office-bearers of SITE Association also received threats from the CBA gangsters for forcing the KESC officers out of that place.
The Union hooligans also forcefully closed C Division offices of KESC in Hadi Market Centre on Tuesday morning. The offices could not be reopened till evening as the attackers had been threatening the employees with their weapons.
A Deputy General Manager in KESC’s Gadap office was forced to vacate his office on Monday at gun point. Five officers who intervened were beaten up severaly with iron rods. The attackers had been wearing masks to hide their identity.
May 9, 2011: The miscreants blocked functioning of the KESC offices at Abdullah Haroon Road, Elandar Road, Tipu Sultan Road, Gulshan-e-Iqbal and Civic Centre and many other places. They also stopped the utility’s public complaint centre 118 and BOC at Civic Centre from operating for all practical purposes and did not allow the on duty staff from attending to public complaints. As a result, customers are facing problems in getting their complaints registered.
The CBA miscreants sabotaged 10 HT cables feeding around 20,000 houses of PECHS, Garden and adjoining areas. The CBA activists deliberately switched off substations and other supply network heading towards blackout. The areas affected included SITE, Lyari, Old Town, Mangho Pir, Orangi, New Challi, Defence, PECHS, Gurumandar, Mazar-e-Quaid. The Union activists blocked all MTLs from operating.
